Busia County Workers’ Grievances Put County Administration on the Spot

Medical cover, unpaid arrears, stalled promotions and unremitted deductions dominate talks as workers seek concrete action from the county government.

The County Government of Busia has held consultations with the County Government Workers Union, Busia Branch, to address persistent staff grievances, placing renewed focus on the administration’s responsibility to safeguard employee welfare and fulfill its obligations to workers.

The meeting, chaired by Deputy County Secretary Lawrence Okaale on behalf of County Secretary Oscar Juma, brought together county officials and union representatives to deliberate on concerns affecting employees’ working conditions, remuneration, and career progression.

Among the issues discussed were staff medical cover, unremitted statutory and third-party deductions, the proposed Collective Bargaining Agreement (CBA), delayed promotions, job-group stagnation, ECDE teachers’ gratuity claims, salary increments, and outstanding arrears.

These concerns raise important questions about the timely fulfillment of the county government’s obligations to its workforce, particularly regarding employees’ financial entitlements, access to medical cover, and opportunities for career advancement.

While the meeting provided a platform for dialogue, the key test now lies in the administration’s ability to translate discussions into measurable action. Workers need clear timelines, defined responsibilities, and regular updates on the resolution of outstanding grievances.

The meeting resolved to strengthen engagement between the county government and the union, with both parties committing to pursue solutions progressively and sustainably, subject to available resources and the applicable legal and policy frameworks.

However, the commitment to address grievances progressively must be accompanied by a clear follow-up mechanism to establish which issues will be prioritized, when corrective action will be taken, and how progress will be communicated to affected employees.

Particular attention will be required on unremitted statutory and third-party deductions, outstanding arrears, medical cover, and ECDE teachers’ gratuity claims, given their direct implications for workers’ financial security and welfare.

The county administration and the union reaffirmed their commitment to continued consultation, mutual respect, and timely follow-up on agreed actions, with the shared objective of promoting industrial harmony and improving service delivery to Busia residents.

The bottom line is that dialogue must lead to delivery. For county employees, the success of the engagement will not be measured by the number of meetings held but by the grievances resolved, the commitments honored, and the time taken to deliver tangible results.

Workers and residents alike will be looking for evidence that the concerns raised are being addressed and that agreed actions are followed through to completion.
